Biography of Vice-Minister of Parliamentarian Affairs
Adérito Hugo da Costa is the Vice-Minister of Parliamentarian Affairs under the Ministry of Presidency of the Council of Ministers of IX Constitutional Government for the mandate of 2023-2028. Before that he was elected as a Member of Parliament in five legislatures, the first from 2007 he was re-elected in the last general parliamentarian elections including the election on 2023. He became Vice-President of the National Parliament of Timor-Leste on July 30, 2012, and was later elected President of the Parliament on 5 May 2016, a term that ended in September 2017.
During his term as President of the National Parliament, Adérito Hugo da Costa undertook a major reform of the National Parliament, for which he established an ad hoc committee composed of parliament members from all parties. The reform consisted of drafting a new organizational structure for the Parliament, introducing mechanisms to ensure efficiency and effectiveness in the management of parliamentary administration, as well as an innovative internal audit office to monitor the financial management of the Parliament. This committee also drafted, for the first time in the history of the National Parliament, a Strategic Plan for five years, which includes a set of structural actions that will lead to the affirmation of the National Parliament as a modern, transparent institution, and above all, closer to the citizens.
Before his election as Vice-President, Adérito Hugo da Costa worked for five years as the spokesperson for the CNRT Bench, from 2007 to 2012. The CNRT is a government party led by H.E. Kay Rala Xanana Gusmão (former President of the Democratic Republic of Timor-Leste, who also served as Prime Minister in the IV and V Constitutional Governments of Timor-Leste. Adérito Hugo da Costa was a Member of the Public Finance Committee for 9 years and and President of Commission B for Foreign Affairs, Defence and Security.
He also led the representation of the Global Organization of Parliamentarians Against Corruption (GOPAC) in Timor-Leste as Chairman of the Board of Directors and was a Member of the Advisory Council for IRI Support to Youth Leadership Training.
His international experience includes leading the delegation of Timor-Leste Members of Parliament participated as international observers in the presidential election of Guinea-Bissau in 2014; participating in the International Parliamentary Conference on Growth for Development, organized by the Commonwealth Parliamentary Association in London, in 2014; being part of the team of Parliamentary speakers in an initiation training program for new Members of the Hluttaw (Parliament of Myanmar, which has 657 Members); and participating as an observer in several Australian state elections; in addition to taking part in various comparative studies. Within the CNRT party structures, Adérito da Costa has served as leader of the Jurisdiction Committee since 2011 to present and has been proactive in various party activities. During the period of the struggle for independence, Adérito da Costa was involved in various clandestine movements, fought for independence during the brutal 24-year Indonesian occupation, and was a victim of Indonesian military operations, being hit by three bullets in 1977. He also participated in the 12 November1 991 demonstration and was one of the survivors of the Santa Cruz Massacre. He was a professional journalist from 1993, during the Indonesian occupation, until the restoration of Timor-Leste’s independence in 2002. After the UN-organized referendum on August 30, 1999, he led a group of Timorese who started the “Timor Post,” which remains a leading daily newspaper in the national press. Adérito Hugo da Costa has fourteen years of experience as a journalist. In 2006, he graduated from the National University of Timor Lorosa’e with a bachelor’s degree in political science. He is married to Aurélia da Costa and has four daughters: Estefânia, Jéssica, Tatiana, and Kayla.
