Vice-Minister of Parliamentary Affairs (VMAP, Portugues Acronym), Excellency Adérito Hugo da Costa, took part in the launching of the Mobile App created by the National Institute of Social Security (INNS), with the theme “Social Security Approaches for all citizens in a simple and easy Way”. Mobile application INSS apps will be held at GMNTV Bebora hall in Dili, April 8th, 2025.
Social security is a social protection system established by the government to ensure that citizens receive basic financial support and assistance in times of need. This system functions as a “safety net” for people facing vulnerable situations such as pensions, disabilities, etc.
In Timor-Leste, the definition of social security is reflected in Law No. 12/2016 which establishes a system that protects workers and their families from social risk. Legally, social security refers to a mandatory system characterized by contribution mechanisms and a structured distribution of benefits based on established laws.
Social security aims to protect people from economic insecurity, promote justice and social equality including social issues, and social security is also a collective commitment of the state and citizens to create a system that protects all people, especially the vulnerable, to ensure minimum living standards for all citizens.
Therefore, the Government of Timor-Leste launched the Mobile INSS application to facilitate the provision of effective and efficient public services to all, and also to bring services closer to individuals, especially to public and private institutions.
INSS Mobile App is an application tool that will help workers and employers to facilitate workers from knowing information on how to contribute to the social security system.
Consequently, Arlindo Pinto, the President of INSS Board of Directors, stated, “Through this application, we can further enhance the efficiency and effectiveness of our public services for citizens who have contributed to social security.”
On the other hand, Prime-Minister (PM), Excellency Kay Rala Xanana Gusmão said “Mobile Apps is a way to get closer to each individual and worker, as well as to public and private institutions, ensuring that there is guarantee of their future.”
According to history last year, the Ministry of Social Solidarity and Inclusion (MSSI) managed to launch the Transparency Portal and launch social security cards for all citizens who have been contributing to social security through the contribution rate of 4% workers and 6% employers.
On the other hand, the INSS Board of Directors is committed to good financial management, transparency and efficiency through the management of social reserve funds and good governance for citizens.
The launch was organized by the Ministry of Social Solidarity and Inclusion and the National Institute of Social Security, and it was attended by a significant number of government members, ambassadors, and honored guests.
