Dili, August 13, 2025 – The Minister of the Presidency of the Council of Ministers, Agio Pereira, presented to the Budget Review Committee the budget proposal of the Presidency of the Council of Ministers (PCM) for the fiscal year 2026, which also includes the Office of the Vice-Minister of Parliamentary Affairs.
The initial budget ceiling allocated to the PCM for 2026 is US$3,929,737. To this amount was added an additional appropriation request of US$1,663,208, bringing the total proposed amount to US$5.59 million.
The budget proposal provides for funding for two programs – Institutional Operations and Development and National Strategic Policy – which encompass seven subprograms and twenty-five activities. Of the total amount, US$3.415 million is allocated to salaries and wages, US$2.023 million to goods and services, and US$155,000 to minor capital expenditures.
The Policy Review Committee is chaired by the Prime Minister and also includes the two Deputy Prime Ministers, the Minister of Finance, the Minister of Public Works, and the Minister of Planning and Strategic Investment. Also participating as observers are the Secretary of State for Equality, the President of the Civil Service Commission, the President of the Institute for the Defense of Children’s Rights, and a representative of the Timor-Leste Association of Persons with Disabilities.
This body is responsible for ensuring that the annual plans of the Public Administrative Sector services and entities are feasible and aligned with the national priorities defined in the 2011-2030 Strategic Development Plan, the Government Program, medium-term plans, and other strategic documents. It is also responsible for ensuring that budget allocations comply with the established expenditure ceilings and that the inclusion of funds in the General State Budget depends on the prior inclusion of the respective activities in the annual plans of the competent entities.
Regarding the 2025 General State Budget, the execution rate of the Presidency of the Council of Ministers reached 69% as of July 31st.
The Budget Review Committee will continue analyzing the sectoral budget proposals, with a view to finalizing the 2026 State Budget Bill, which, under the General State Budget and Public Financial Management Framework Law, must be submitted to the National Parliament by October 1st, 2025. (©PCM)
